can you please tell me why, the state titles are held after the nationals have been run and won?
also, why are the state or for that matter, the nationals not by invertation – qualifying and not open to anyone regardless as to how many races they have attended or participated in?

I agree Peter , I think the all the state titles should be held concurrently in Jan and then the qualifiers should represent their states at the nationals at the end of the season.
